The conservation title of the Farm Bill includes several programs that provide incentives to farmers to use certain practices to improve the health of soil and water. An amendment to the 2013-2014 House Farm Bill, this language would have eliminated a program’s payments if specific practices did not result in improved soil health and water quality. Because the amendment failed, farmers are free to pick and choose conservation practices within this program but do not need to show an improved outcome.
